COVID-19 Impact Assessment on Returned Overseas Filipino Workers

This report by IOM Philippines seeks to better understand the impact of COVID-19 on Overseas Filipino Workers (OFW).

In 2020, the Philippines saw a 75 per cent drop in overseas deployment while facing an unprecedented number of repatriations under the effects of the COVID-19 pandemic. The report captures the experiences and challenges before, during and after the OFWs' migration experience: their places of origin and last country of habitual residence, and intentions upon their return.

IOM gathered data through in-depth telephone interviews with 8,332 returned OFWs with a focus on five distinct areas: workers' profile; an assessment of the recruitment process, employment and termination analysis, the reintegration process: government assistance and challenges; and an analysis of the top 5 destination countries. The identified challenges include early termination without compensation, loss wages, gender disparity throughout the process, joblessness and loss in household income. The respondents also express desire in upskill opportunities and re-migration.
